Yes. Everyone in your workspace has an Owner, Admin, Editor or Viewer role, and a person can only grant roles up to their own. Give IT the Owner and Admin roles and department staff Editor logins, and put each building’s displays on their own channel and location so it is clear who looks after what.

With Take over. Add the notice to the channel your screens follow, switch on Take over and publish, and it plays alone on every display within seconds in place of the scheduled content. Remove it, or let its schedule end, and the normal rotation resumes. Take over is a content tool, not a replacement for your statutory alarm systems.
